National Mineral Development Corporation LTD:  The Company was founded on November 15, 1958 and is based in Hyderabad, India. It was formerly known as National Mineral Development Corporation ltd and changed its name to NMDC in August 2007. NMDC limited is an iron ore producer & exporter, operating in Chhattisgarh & Karnataka. It engages in the exploration and production of various minerals in India and internationally. It explores for iron ore, copper, rock phosphate, lime stone, dolomite, gypsum, bentonite, magnesite, diamond, tin, tungsten, graphite & beach sand. The company also focuses on coal and gold properties, as well as platinum group of elements and bauxite. It has iron ore deposits in Bailadila Chhattisgarh, Iron ore mines at Donimalai Karnataka; diamond mines at Panna Madhya Pradesh; magnesite mines at Jammu; & Arki lime stone project in Himachal Pradesh. In addition, the company involves in investing in the development of renewable energy resources, which include wind mill projects of approximately 10.5 MW capacities at Karnataka. On December 10, 2010, NMDC announced a joint venture (JV) with OJSC Severstal (a vertically integrated steel maker from Russia) to build an integrated 2mn tonne steel plant in Karnataka. This JV will have captive coking coal mine in Russia, while it will have an iron ore mining subsidiary in India. On September 2011, NMDC purchased a 50 % stake in Australian-based Legacy Iron Ore (Legacy) as a cornerstone investor for Rs. 92 Cr. On December 12, 2011 the company incorporated NMDC POWER LTD as is wholly owned subsidiary. NMDC supplied 2.6916 Cr tons of iron ore to domestic industries & had exported 3.85 lakhs tons of iron ore. Its sponge iron production was at 37,260 tons and Diamond production was 18,043.44 Carats during the ended on March 31, 2012. NMDC is locally compared with Sesea Goa Limited, Orissa Mineral Development Corporation Ltd, Gujarat Minerals Development Ltd, Sterlite Industries, Moil Ltd, Godawari Power & Ispat Limited and globally with China Vanadium Titano- Magnetite Mining Company Limited of China, Atlas Iron Ltd of Australia, Gindalbie Metals Ltd of Australia, Mount Gibson Iron Ltd of Australia, Ferrexpo Plc of UK and with MMX Mineracao e Metalicos Sa of brazil and with Cliffs Natural Resources Incorporation of USA.

Investment Rationale:
NMDC is India’s largest iron ore producer which is 20% of total production of India with a capacity of 36 mn tonne. The company operates high-grade iron ore mines at Kirandul and Bacheli in Chhattisgarh and Donimalai in Karnataka. Company’s mine life is of currently of average 38 years. NMDC has recently in the month of June signed a Memorandum of understanding with Mosi Oa Tunya Development Company of Zimbabwe for the participation in mineral projects. This MoU will provide exclusivity to NMDC for participation in mineral projects at Zimbabwe. NMDC plans to develop minerals assets overseas to secure raw materials for the steel industry. MOSI an organisation, ministry of tourism and hospitality, Government of Zimbabwe has invited NMDC as strategic partner to invest in the exploration and development of iron ore, coal, gold and chrome tenements. The management of NMDC believes that this MOU is a significant step towards ensuring augmentation of NMDC’s mineral reserves and globalisation of its operations. NMDC is one of the lowest cost producers of iron ore on account of its highly mechanized mines, high-grade iron ore mines and logistical efficiencies. Further, NMDC does not have to face issues of high employee costs as a percentage of net sales. Its staff costs/net sales ratio is the lowest amongst other PSUs. NMDC aims to ramp up its production capacity to 48mn tonne by FY2015 from current capacity of 32mn tonne through increased exploration of its existing mines and development of new mines at Deposit 11B and Deposit 13 in Bailadila and Kumaraswany, respectively which are situated at Karnataka. Given its past proven track record, it seems that company’s iron ore production capacity can increase to 40mn tonne by FY2015 as compared against its target of 48mn tonne. Although sales volumes declined 3.9% yoy in FY2013, a CAGR of 8.8 % in sales growth can be expected over FY2013-15E. The Management intends to diversify its operations by moving downstream through establishing steel plants and pellet plants. Accordingly, the company aims to build an integrated 3mn tonne steel plant in Jagdalpur, Chhattisgarh. Land acquisition for the same is nearly complete, which gives comfort as land acquisition is & has been a major bottleneck to green-field projects in recent times. So this steel project is not likely to be value accretive to NMDC in the initial period of operations.

Outlook and Valuation:

NMDC Ltd announced its iron ore production at 6.82 million tonne (mt) in April-June, this was flat on year as rains affected mining operations in June. NMDC has its mines in Chhattisgarh and Karnataka. Company's iron ore output in April was 2.44 mt, in May it was 2.45 mt and in June it was 1.93 mt. The company aims to produce 30-32 mt of iron ore in 2013-14 as against 27 mt a year ago. NMDC has fallen off about 40% over last one year and is now trading at market capitalization of about Rs. 40,000 Cr. The company is debt free with Rs. 20,000 Cr of cash and generating about Rs. 6000 Cr of net profit annually. The company talks about volume growth of about 15% for FY14 and maintain a 40% dividend payouts with a chance of it going upward based on the capex spending. Due to the rupee devaluation the effect of fall in International price of iron ore wont impact much the company. NMDC has guided for a sales volume of 30- 32 mt for FY14, higher than its earlier indication of 27- 28 mtpa. Volume form Karnataka has been pegged at 9- 10 mtpa including 4.5- 5 mt each from Donimalai and Kumaraswamy. The management has clarified that Donimalai would continue to produce at a rate of 4.5- 5 mtpa in near to medium term and they have requested the CEC and the IBM in this regard. In that case, the company would not be in a hurry to ramp up Kumaraswamy to 7 mtpa immediately. The management also indicated that the Q1FY14 sales volume would be more than Q1FY13 (6.86 mt), as it has already achieved a volume of around 5.3 mt during April and May. As per the management, the average rake availability per day at present has been 17, as against 14.7 in FY13 and 18.4 during Q4FY13. The company expects if this run rate continues it can evacuate about 23 mtpa through rail. By road, the company is likely to transport around 5 mtpa and around 2.5 mt is likely to be exported. NMDC believes, at the present scenario there may not be further price cuts. Even if it has to take, it won’t be significant. Employee costs revision is meanwhile due since April1, 2012, however the company has been making provision of about 15% every quarter. Over the past five years, NMDC has traded at an average EV/EBITDA of 13.0 x, as compared to its current valuation of 3.3x FY2015E EV/EBITDA. A strong balance sheet, presence in sellers’ market i.e. iron ore, low cost of production, high-grade mines, long mine life and a High dividend yield of nearly 6% at CMP make NMDC an attractive but at current levels. Valuing the stock at 5 x FY2015E EV/EBITDA, a fair value of NMDC comes at Rs. 140 and recommend to Accumulate on dips. In my view NMDC could report EPS in FY14E & FY15E of Rs. 16.20 sh and Rs. 17.60 / sh, respectively. One could buy NMDC for a short term target of Rs. 115 and for medium to long term target will be Rs. 140

Investment Rationale:
NMDC management targets its production to reach 40mn tonnes by FY2014E–15E through increased exploration of its existing mines and development of new mines, i.e., Deposit 11B and Deposit 13 in Bailadila and Kumaraswany, respectively, in Karnataka. It is expected that NMDC’s sales volumes to post a CAGR of 10.2 % during FY2011-13. With a strong balance sheet along with net cash of about Rs. 20,000 Cr, acquisition of more mining assets overseas cannot be rule out by the company, in September 2011, NMDC purchased a 50 % stake in Australia-based Legacy Iron Ore (Legacy) as a cornerstone investor for Rs. 92 Cr. Also, the company is currently prospecting various mining assets, including an iron ore mine and a phosphate mine in Australia, an iron ore mine in Brazil and a coking coal asset in Russia. However, given that NMDC is a government-owned company, it is not expected to foresee a big-ticket acquisition. Seeking to diversify into steel making, NMDC management intends to diversify its operations by moving downstream through establishing steel plants and pellet plants. Accordingly, on December 10, 2010, the company signed a joint venture (JV) with OJSC Severstal (a vertically integrated steel maker from Russia) to build an integrated 3mn tonne steel plant in Karnataka. This JV will have captive coking coal mine in Russia, while it will have an iron ore mining subsidiary in India. Over 90 % of land acquisition is complete, which gives comfort as land acquisition has been a major bottleneck to Greenfield projects in recent times here in India. NMDC is setting up a 3 MTPA steel plant in Chhattisgarh, and hopes to start its production from 2014, coinciding with the commissioning of facility for the alloy. In a recent presentation to the steel ministry, NMDC has said that it is taking "all necessary steps" to start production from the Shahpur West block in Madhya Pradesh in 2014. Coal Ministry has already given approval to the mine closure plan for the block. The coal ministry had allotted two blocks - Shahpur East and Shahpur West in Shahdol district of Madhya Prdesh to NMDC in 2009. Following this, a Memorandum of Understanding (MoU) was signed between NMDC and Mineral Exploration Corporation (MECL) to carry out exploration in both the blocks. NMDC applied for environment and forest clearance and as per the approved mine plan, coal production is expected to start from 2014.

Outlook and Valuation:
NMDC has advantage in setting up its steel plant as it has a captive source of coal for its steel plant which would help NMDC to hedge itself against price fluctuations, which is almost a certainty event in 2014 as the raw material is getting scarcer and costlier day by day. Domestic steel manufacturers, including Steel Authority of India, is continuously facing the heat of scorching coal prices in international market as its captive source can meet only a small part of the total requirement. NMDC is setting up a 3 Million Tonnes Per Annum steel plant at Nagarnar in Chhattisgarh with an outlay of Rs. 15,525 Cr. It has placed all major orders including sinter plant, blast furnace, and raw material handling systems, steel melting shop and oxygen plant among others. Being a major iron ore producer itself, adequate supply to feed the steel plant is not a matter of concern for NMDC. The company aims to produce over 30 million tonnes iron ore in current fiscal, almost 20 per cent more than in 2011-12 by enhancing production from the existing mines. It has plans to produce 40 million tonnes iron ore by 2014-15. On performance side - NMDC's revenue fell 31 % Y-o-Y to Rs. 2,594.5 Cr in Q4FY12. The fall was on the back of lower sales volume due to damage to Essar's slurry pipeline and volume stood at 6.4 MT compared to 8.4 MT in corresponding quarter of previous year. The company reduced the iron ore prices by 20 % for fines and 3 % for lumps during the quarter which impacted the blended realization which stood at Rs. 4,054/ton ($80/ton) in Q4FY12 compared to Rs. 4,488/ton in Q4FY11. EBITDA of the company plunged by 28 % Y-o-Y to Rs. 1,977.3 Cr in Q4FY12 compared to Rs. 2,739.1 Cr in Q4FY11. EBITDA/ton declined by 5 % Y-o-Y to Rs. 3,090/ton in Q4FY12 compared to Rs. 3,261/ton in Q4FY11. Other Income grew by 23.9 % Y-o-Y to Rs. 546.7 Cr in Q4FY12 compared to Rs. 441 Cr in Q4FY11. PAT too fell by 21 % Y-o-Y to Rs. 1,642.2 Cr in Q4FY12 compared to Rs. 2,098.6 Cr in Q4FY11. On annual basis - in FY12, NMDC’s top line impacted by 1 % Y-o-Y to Rs. 11,261.8 Cr as compared to Rs. 11,368.9 Cr in FY11 on the back of the marginal 4 % growth in sales of iron ore to 27.30 MT. EBITDA and PAT improved by 1.7 % and 11.7 % Y-o-Y during the year respectively. However, total expenditure as a percentage of sales declined 200 basis points to Rs. 2,466.1 Cr in FY12E as compared to Rs. 2,722.4 Cr in FY11. This led EBITDA whopping to 1.73 % to Rs. 8,795.7 Cr in FY12 compared to Rs. 8,646.4 Cr in FY11. This was supported by the e-auction sales of iron ore which is priced higher than market prices and the company being the only miner in Karnataka faced the iron ore ban issued on 26th August 2011 in the locality. EBITDA adjusted Other Income grew drastically by 9.75 % Y-o-Y to Rs. 10,812.2 Cr in FY12 compared to Rs. 9,852.1 Cr in FY11. PBT and PAT too grew by 10.6 % Y-o-Y and 11.7 % Y-o-Y to Rs. 10,759.4 Cr and Rs. 7,265.3 Cr respectively during FY12. The company planned capex stood at Rs. 4,655 Cr for FY13 for the capacity addition. NMDC, maintained its EPS at Rs. 18.3 per share in FY12 as compared to Rs. 16.4 per share in FY11. Over the past five years, NMDC has traded at an average EV/EBITDA of 13.7 x, compared to its current valuation of 3.8x FY2014E EV/EBITDA. Valuing the stock at 4.5 x FY2013E EV/EBITDA, a fair value of NMDC comes at Rs. 187 and recommend to Accumulate on dips. In my view NMDC could report EPS in FY13E & FY14E of Rs. 19.10 / sh and Rs. 20.90 / sh, respectively. One could buy NMDC for a medium to long term target of 187.

Investment Rationale:
NMDC management aims to ramp up its production capacity to 50mn tonnes by FY2014–15E through increased exploration of its existing mines and development of new mines, i.e., Deposit 11B in Bailadila and Deposit 13 in Kumaraswamy in Karnataka. The targeted cost for the development of the three mines is around Rs. 2,400 Cr. However, in FY2011, the company’s volumes have been impacted by iron ore ban in Karnataka and Naxal activities in the Dantewada region of Chhattisgarh. Management intends to diversify its operations by moving downstream through the establishment of steel plants and pellet plants.
Historically, NMDC has maintained its dividend payout ratio at in the range of 22 % -24 %. In FY11, it paid an interim dividend @ 115 % on the equity shares, aggregating to Rs. 460 Cr in February 2011 and also announced a final dividend of 215 % on the paid up equity share capital, aggregating to Rs. 850 Cr. The total dividend payout for the year stood at Rs. 1310 Cr. Including dividend tax, total cash outflow for the company stood at Rs. 1520 Cr. NMDC has been generating steady cash flow over the last two years. With the very little capex and no buyouts the cash level for the company has been rising year on year. On account of the buoyancy in prices in FY11 the company’s cash level rose the highest. Cash at the end of FY11 stood at Rs. 17,200 Cr. In fact NMDC’s cash level has jumped 5.5 x since FY06. As a result, NMDC has been on the lookout for mineral resources globally as domestic capacity expansion has been slower than expected and new mining licenses in the country are hard to come by. The company is also investing into facilities for value addition. Over the next two years, it is expected that the cash levels could increase 55.7 % to Rs.26,800 Cr, translating into cash per share of Rs. 67.59. With such a strong balance sheet, NMDC is currently prospecting various mining assets, including an iron ore mine and a phosphate mine in Australia, an iron ore mine in Brazil and a coking coal asset in Russia. So an over sea acquisition of mining assets cannot be ruled out. NMDC being a Cash rich PSU it’s the strong candidate for buyback of government held shares which will be an EPS accretive. NMDC is setting up value addition plants like -
Chattisgarh Steel plant: NMDC is setting up Chhattisgarh Steel Plant a 3mtpa steel plant at Nagarnar near Jagdalpur, Chhattisgarh. It has acquired 1,782.62 acres of land for the plant (995 in 1st phase and 787.62 acres in 2nd Phase). Formal allotment of additional 102.64 acres of Government Land is under process. Besides, diversion of about 63.52 acres of forest land is also under process in the government. The board has approved an investment of Rs. 15,530 Cr for setting up the plant. Environmental Clearance from MoEF was received subject to the conditions.
Donimalai pellet plant: The 1.2mtpa pellet plant at Donimalai has been built largely to prolong the life of Tailing Dam at Donimalai by using slimes for making pellets. Execution of project is divided into six packages and the estimated capital expenditure is Rs. 570 Cr. Civil works are in progress at site. Orders are placed for site leveling. Project is scheduled to be completed by March 2013.
Bacheli pellet plant: Setting up of 2mtpa pellet plant project is kept on hold considering the proposed slurry pipeline from Bacheli to Vizag. It is planned to relocate the project from Bacheli, Dantewada to Nagarnar, Jagdalpur.

Outlook and Valuation:
Iron Ore market is expected to remain tight on the back of restricted supplies from India. Chinese steel production too has not cooled off as per the market’s expectations. Upside risks to the volume estimate remain high as the company has ramped up its output at the Kumarswamy mine in Karnataka over the last one month. Before the mining ban was implemented in Karnataka, NMDC had lowered its production target to 28-29mn tons in FY12 because of mining hurdles such as stricter green laws. However, with the Supreme Court allowing NMDC to mine iron ore in the Bellary area, partially lifting a ban levied by the Karnataka government, the company plans to produce 32mn tons, against the previous target of 29mn tons. NMDC’s cost of production increased sharply in FY11 on account of an increase in royalty and jump in transportation costs. Per ton cost of production increased to Rs. 1,077/ton in FY11 from Rs. 785/ton in FY10. The above two cost heads accounted for 88 % of the increase in per ton costs for the company in FY11. Royalty on iron ore was increased from a fixed royalty of up to Rs. 27 a ton, depending on its variety and grade to 10 % on its prevailing market price. To benefit from the strong iron ore prices, Railways have increased the freight on iron ore meant for exports. Over the last one year, railways have increased its fare by 3 x. Going forward it is expected that  the costs will decrease by 4.7 % yoy in FY12 as the impact higher royalty and export tax would be negated by an increase in overall volumes and decline in exports.
After the 24 % correction in the stock price over the last 6 months, the stock is trading at 5.5x FY13 EV/EBIDTA, which is marginally higher than its peers. NMDC should trade at a premium to its peers considering the high quality reserves and the low cost operations it has. NMDC reported strong growth in sales volumes during 2QFY2012, led by ramp-up in its Karnataka iron ore mines. Going forward, a robust growth in sales volumes is expected. The stock is currently trading at 6.5x FY2012E and 5.40x FY2013E EV/EBITDA. Valuing the stock at 5.4x FY2013E EV/EBITDA, the fair price of NMDC comes at Rs. 241. In my view NMDC could report EPS of Rs. 21.60/sh in FY12E & of Rs. 23.60/sh in FY13E.

I would buy NMDC LTD with a price target of Rs. 241 for Medium to Long term and Rs. 165 for the Short term players. As I always say, I am a long term believer in markets & I do respect the markets and will keep a strict stop loss of 8 % or Rs. 138.55 on every purchase.
